Co-creation activities
a. Foresight scenarios:
This section presents a “foresight” exercise, focusing on envisioning the future and exploring potential societal scenarios for the year 2050, considering the full adoption of advanced technology frameworks. Throughout 2023, partner VTT facilitated several workshops in Barcelona and Brussels, collaborating with experts to co-create these possible future scenarios

This report analyses societal challenges, risks and opportunities related to the six technology frameworks featured in FORGING. The FORGING foresight process is introduced, with an overview of futures thinking, methodology and key results in the form of collected signals (i.e. megatrends, trends and weak signals), insights collected from interviews with technology experts, and mind maps derived from workshops.
A horizon scanning was conducted, and six futures scenarios’ workshops were conducted with experts in each of the six technology frameworks.
Each technology framework has its own specific impacts, however societal concerns related to emerging technologies present common features. These common concerns include difficulties in drafting policies for fast-evolving technologies and the trends indicating the concentration of political power, wealth and technological capabilities in fewer hands. Bleak outlook on the future state of the environment was also a common concern.
ii. Cartoon Theseus:
The stories created in Foresights scenarios Workshops are turned into visual stories that illustrate the societal possibilities of emerging technology in a narrative, easy-to-approach manner. The stories are brought together by a metanarrative of a logbook of the ship Theseus, sailing the seas of the Earth into the year 2050. Through joining the travels of Theseus, we are learning about different imaginaries of ways of life, affected by novel technologies.

b. Explore emerging science & technologies
Under this section, you will find:
- Analysis on clusters of emerging enabling technologies and sciences.
- Identify promising technologies (from early stages on) led both by the societal future perspectives (WP3) and technological dimensions.
- Early co-creation with experts to identify opportunities and possibilities driven by new enabling technologies.
i. Review and analysis of strategic relevant documentation and repositories on emerging science and emerging
Technologies: identification of priority application areas based on the directions highlighted
by frameworks such as the European Industrial Strategy, European Green Deal, 2030 Digital Compass and National and Regional R&I policies. In parallel a review of existing EU technology frameworks and roadmaps will be performed based on the Strategic Research and Innovation Agendas by ETPs/PPPs, findings and reports by the Advanced Technology Initiative and major other relevant tech-based initiatives/reference at international scale. Based on this technology scouting, a taxonomy will be created in the form of a Strategic Matrix, where emerging technologies will be associated to their potential target application areas.
This Strategic Matrix guides the in-depth Intelligence Analysis from which indications about key players, relevant patents and projects and papers >> see report D2.1.
ii. This task aims to uncover and reveal the main existing factors and implications of the technological frameworks and outcomes that have impacted unwanted and unintended consequences in society and in the environment. The task will be relying on preliminary interviews (8-12 interviews with people that are talking about technology implications) and desktop research. The scanning will seek existing studies and content from communities of practice, societal activism, and governmental initiatives.
iii. Identification of promising opportunity areas: high potential S&T coupled with societal drivers This task initiates in a co-creation environment involving experts from industry and academia taking the outcomes of the previous task (T2.1) and the societal future scenarios as starting point to lap the strategic matrix. Each technological framework will be approached in separate co-creation activities involving minimum 30experts from the FTF in 6 early co-creation sessions. The most promising intersections between technologies, target application areas and societal drivers will guide an in-depth and more focused Intelligence Analysis along with a review of related IP, scientific works, projects and key players. The output will be the identification of concrete technological opportunity areas and associated challenges to be addressed in the next stages of the FORGING approach.
iv. create a foundation for probes and frameworks used for reflection and consideration for individuals’ assessment, following co-creation sessions and technological innovation journeys/trajectories.
v. co-produce a priority clustering of the technology portfolio, preliminary to the co-creation activities in WP4. Six co-creative validation workshops (one for each EU technological framework), will be conducted to co-define evaluation/scoring criteria to prioritise potentially sustainable and responsible emerging technologies, weighing aspects such as, e.g., societal scenarios, urgency, sustainable considerations, feasibility, human desirability, values
c. Early co-creation:
Description: The aim is to identify promising Emerging Enabling Technologies at an early stage. Several co-creation workshops were conducted to analyse challenges and opportunities of the emerging technologies at their very initial stage
d. Technology Clustering: … Diving into promising technologies to identify a priority clustering
Description: The series of Technology Clustering Workshops are dedicated to the technology frameworks (AI, Bio-inspired technologies, DT, HML, Energy efficiency, Cybersecutity). These workshops aim to first explore promising technologies and, on a second phase, identify a priority clustering of these technologies

- The report is a priority clustering of the technology portfolio, preliminary to the co-creation activities. Insights are collected in co-creation sessions where the FTF will be exposed to Perspective Cards (developed in Task 4.1) to provide feedback and prioritize emerging technologies.
e. Expanded co-creation: advancing towards application of technologies
- Concept:
A series of workshops entitled “Novel Enabling Technologies for a Sustainable Future” is conducted around the different Technology frameworks by partner APRE (June, November 2024). They aim at developing potential use-cases of sustainable and responsible emerging technologies in the related sector. These co-creation workshops offer an exchange platform for meaningful discussions about the future of sustainable innovation. - Goals of the Workshops

- (Deliverable 4.3) Technology pathways compiled (30th June 2025): Report on the technology pathways identified as a result of the workshops with the special Interests Groups. The technology pathways will have strong focus in the absorption and deployment of the emerging enablingtechnologies.
